Personally, I wouldn't say PP is a perfect match for ㅃ because ㅃ's original form ㅂ only romanized as Alphabet 'B'. But Korea's ㅂ [B] is also not exactly the same sound as the English [B] sound. ㅂ is a B sound with a bit of affricate so, some people think this sounds like P. ㅂ could only romanize as [B] whereas, ㅃ could romanize as [BB or PP] because there is no double ㅍ sound in Korean which mean you wouldn't be confused with ㅍ's double form. This kind of logic applies to other Hanguls too.
